Looking for a Freelance web developer

We are looking for a freelance web developer to help with the following:

Convert an existing WinForms application into a Web Application using ASP.NET and MVC.
Future work involves adding limited offline viewing capabilities and converting the site into a Cordova app (with Angular, etc) for Android and iOS.
