Hi Guys,

I've been remembering a movie, but can't find it or remember the name...

I believe it has something to do about a speedster that lost his power except in his index finger. The government are looking for new superhero teens and ask him to help train them, or something like that. I thought it might have been Nicolas Cage, but when I search for all his movies I don't seem to find it there.
