The C rating of a battery defines what the safe discharge rate for the battery is, given as a factor of its current capacity (i.e. The battery's amp.hours rating multiplied by C = safe maximum discharge current I). Something like a remote controlled plane or drone requires a high C rating, whereas an LED torch or alarm battery doesn't
