Problem is neither AMD/Intel have a new low power CPU (in AMD's case) / platform (in both cases)
Intel's Atom chipsets eat over 20W of power. Apparently in Q3 of 2010 they're coming out with Atom CPUs that have integrated graphics, which should save power.
The Atom's primary design goal is to be as cheap as possible, other concerns like low power are secondary.
As for AMD, their current low power CPU that we can get in SA is the sempron 140, which is actually a dual core with 1 core disabled. Not great for low power.
The athlon x2 dual core 240 would be better.
But then the thing is you've got to just pick a micro-ATX AMD motherboard and hope that its going to be low power. (obviously looking at the bios features in the manual beforehand)
Then clock it down, like the Hypertransport speed and clocks and voltages etc.
I've done some looking and can't find much decent, recent reviews of people doing stuff like that. (Like I used X CPU and Y motherboard, did this, and it used Z watts)
So my choices are basically:
A Netbook (not a bad option, but I'd worry about reliability, cleaning the dust out of one would be a mission)
A Via C7 motherboard (actually considering a very nice board at the moment for a good price) (C7 systems typically use 11-16W)
An AMD Geode system (uses about 6Wthe only lame thing is they use DDR RAM :/)
Other than that I dislike intel and support other companies wherever possible.
(Intel has been very dishonourable, if you don't know what I'm talking about you can google about Intel's dodgy business practises)
