Software that catalogs all the books and that manages the checking out and due dates and so on ...

Have a look at Evergreen & Koha.

I know all the provincial libraries have switched to Brocade (called SLIMS locally) or are in the process of doing so and it uses open source components but I don't think it's free. You called always contact SITA and ask.
