Looking for Visual Studio express on Local

Is there any local mirror or place to download Visual Studio .NET express. The free version that is given away.

There isnt one. There arnt even mirrors here in the UK. Not legit ones anyway. Thats because you need to register with Microsoft to use it. Why that is, I wouldnt know.
