Most phones sold in the US are locked to a carrier. You need to buy an unlocked phone from over there - places like ting.com sell those sorts of phones. He can also try order an unlocked phone on amazon and if it is stocked in the US it should be delivered in a day or two

Bought a burner phone through Amazon, was locked to the AT&T network. Sent them an email and they gave me the unlock code.

How did you unlock it?
By paying the carrier an unlock-fee and sending them the IMEi number of the device. They then send you the unlock code, which you enter into the device directly.
Not Verizon - they have a CDMA network, so he must avoid them.carrier like AT&T
