loopback localhost (127.0.0.1) on host file

Hi, when i ping 127.0.0.1 i get replies. but on the browser, when i enter http://127.0.0.1/ i get "The connection was reset" on FF and "The page cannot be displayed" on IE ... Reason am doing this i can't seem to load oracle home page "http://127.0.0.1:8080/apex" i get no response whatsoever, no error or page returned? just waiting on 127.0.0.1 ... Also did netstar ...

C:\>netstat -aon | findstr 8080
TCP    127.0.0.1:8080         0.0.0.0:0              LISTENING       1388

PID:1388 is TNSLSNR

Just from my own laptop my hostsfile has 127.0.0.1 pointing to localhost and all websites I dont want point there as well so perhaps temporarily rename the hosts file and see if it comes right

Some Radio Ripper program was blocking this.. Uninstalled and now happy
