Low Power Passive cooled always on

I am looking to build a low powered passive cooled always on Box...
It will be running a DC and email server..
I have a 2.5 in hdd so far...
I am looking for the cheapest, smallest, quietest solution


I was looking at the intel D201GLY2 but it seem it cannot be passive cooled.. it needs a case fan.... any clues as wo what i can build...

I built a system based on that board/cpu combo and while I agree it runs hot, a big, silent undervolted fan keeps mine cool. You literally can't hear it unless you stick your ear next to it.
