Low speeds - Is it my line or server/source

I'm downloading from IS News, I notice that most of the time things go at about 20kBps (192 ADSL) but then it drops to 0 to 4kBps for a few minutes and then back to 20kBps. Getting a lot of timeouts too, when it is so slow.

Oh, never mind. It is IS news servers fault. Tried another server and its flying.

Still would like to know. In the modem config page what does the following mean and what is the ideal value and minimum or maximum useable values - i.e. when should I start getting worried about them. Are my current values good or bad as set out below.

SNR Margin Down stream = 34dB
SNR Margin Up stream = 12dB
Line Attenuation Down stream = 53.3dB
Line Attenuation Uo stream = 18.5dB
