Low upload speeds post-thunderstorm

So 2 weeks ago, there was a thunderstorm which hit near my place. It took out an ethernet port (luckily I have two :D) on my mobo and nothing else (so glad I have a UPS!). Since then the SNR margin on my line dropped a bit, and now my upload only syncs at 123 kbps on my 2 Mbps line. So I logged a fault with Telkom, the techie showed up and said there is definitely something wrong according to his tests (phew, no call-out charge!). Then he got assigned new jobs for the day since one techie didn't pitch for work. He said the guy that'll take over my ticket will do a good job, and they'll try to fix it from the exchange. Didn't hear anything from Telkom since then. On Saturday the ticket got closed?? No change on my router stats whatsoever.

Is it possible that my router got damaged in such a way that it'll drop the SNR margin i.e. add noise? Or is the problem definitely on Telkom's side?

BTW I can't hear any noise on the telephone itself.
