Lower telecoms costs on way

Johannesburg - With changes in the South African Telecommunications Act due to be implemented in February, businesses in the country will finally have access to lower cost communications with the rest of the world, Tellumat Communications Group executive director Rasheed Hargley said on Friday.
"But when it comes to Voice of Internet Protocol (VoIP) communication, the devil lies not in the detail, but in the ability for a conversation to be transmitted accurately and reliably.
"To do this, Quality of Service (QoS) measures are vital to enabling effective telephone conversations over converged networks," Hargley noted at a roundtable discussion on the latest developments in the VoIP industry.
"Because voice is a critical application, and because our ears - and minds - cannot decipher scrambled or broken voice transmissions, it remains a fact that if companies or individuals are to implement VoIP systems, they have to deliver the same level of performance that we have come to expect from the Plain Old Telephone Service (POTS)."
He said QoS is of particular concern for the transmission of voice information adding that even "video takes a back seat to voice".
New protocols, such as Common Open Policy Service Protocol (COPS), are meant to enable the effective transmission of voice signals over the internet.
COPS is a proposed standard for exchanging network policy information between a policy decision point in a network and policy enforcement points as part of an overall QoS measure.
