Lowering Network Speed

Hi Guys

Please forgive me if this is in the wrong thread (noob here).

So basically I have a 4mb line which is shared by another person, This person is forever downloading and causing problems for slow net and gaming ping/packet loss issues. I would like to know if its possible to lower his download and upload speed?

I have tried researching and cant find anything for my router which is D-Link DSL-2750U.
I cant access his pc to install anything and therefore need to try something through the router.

If anyone has a solution please help.

Yeah sorry don't really know how to on your router.

I had a similar situation where my son's pc was sucking my connection dry to the point where streamimg youtube was unbearable. So, using a TPLink router with DDWRT firmware I assigned his pc a static IP address and then gave that IP address the lowest priority on the LAN.
 
Unfortunately my router is very limited when it comes to these things :/
Hopefully someone here knows a trick but thanks for the input.
