LTE vs LTE-Fixed

According to the Cell-C coverage map I can get LTE at my house but not LTE-Fixed.
What is the difference ?

With Fixed-LTE you can only connect to a certain number of towers that have been allocated for fixed LTE, mobile users cannot connect to these towers.

With LTE you can connect to any Cell c tower including roaming on MTN's network - but you cannot connect to tower that has been allocated for fixed LTE.
 
Is it not also that LTE has fallback to hsdpa/3g. Fixed lte you either connect to 4g or you have no Internet.
 
My personal experience over the past month in Hermanus:

Cell C Fixed LTE - terrible
Rain Mobile LTE - excellent (but R50/GB from 6 pm to 11 pm)
Telkom Mobile - excellent

Is this Fixed-LTE only a cell thing as according to Telkom I have LTE and LTE-A and with Vodacom I have LTE.
I have nothing from MTN or RAIN.

Telkom and RAIN also have Fixed-LTE
