Lumia 920 and Nokia Suite

Can the Lumia 820 or 920 sync data with Outlook 2010 or 2013 running on either Windows 7 or 8 in the same way my old E63 en E 5 do via PC Suite? I can use either USB or Bluetooth, which is ideal as our intermittent internet signal does not allow for cloud sync at all. It has to be direct between phone+laptop+tablet. Comments?

Nope not directly.

Everyone has moved to the cloud, so the old days of syncing your phone with your Outlook is gone and rightly so, cause if your laptop/desktop/tablet has internet it is believed that your phone does to.

This question is like a stuck vinyl disc - In short the answer is NO. Nokia Suite was designed for Nokia phones running SYMBIAN OPERATING SYSTEMS and NOT WINDOWS PHONE 7/8 or WINDOWS MOBILE 4-6. Do your research on Google or Bing and you will see why the answer remains NO.

IF my Internet connection is stable/reliable enough, perhaps I can do research easier. Every post I make requires 8-9 reconnects as Cell C and Vodacom have 2/5 signals with little or no throughput. Times happens faster than anything else.

This is a a very wrong perception! A few billion users out there suffer in silence and cannot even get to where they will get heard! Yes, the technology[/] is geared for the cloud, ie phones, computers.......but the friggen signal is still missing over about 95% of the developing world. It frustrates me endlessly that nobody seems to be aware of this and an Apple salesman tried to convince me the other day that there is perfect "cloud" cover even in the Richtersveld.

Yes, I agree with you, that is the way things get designed but no, it not how it gets executed nowadays! For the next 5-10 years, people outside of major centres will be faced with real challenges simply because systems architects is out of touch with reality.
