DSL is commonly referred to as broadband but technically it's anything that offer 2Mbps+ but we all call it braodband anyway, it's definitely broader than a modem (sometimes heheheh!)
As far as i remember the dude said they come to the house with their bag of tricks and whip out metering equipment that tests the integrity of the line. For example my old connection in Constantia (CT) was up to crap, and the max I could connect at was 33.6, which is when i mailed that guy at MWeb in a stupor and he mailed back a list of things to do, and caps test was one of them.
Anyway I never got round to doing it, moved to Blouberg... now i connect at 48/56kbps+ and get 5-6KB/s easy.
He had some other lame excuses as well, but like everyone knows MWeb is overloaded.. may be the biggest but definitely not the best. If you do have a DSL line, i would encourage you to try another ISP, but that would be wrong [

See http://lantic.net/home/connect_adsl.htm they have a DSL account for R199, and some other stuff also. They were rated fastest SA ISP 2003 by .NET magazine.
