AdGuard is the only one I can think of.

They're all free on Edge or Chrome but I wanted to use Safari and give it a shot.

It's a tad annoying but History -> Reopen All Windows from Last Session is what I use. Works across profiles as well.

Annoyance I have now is that my second screen stays “on” but blank instead of turning off like it did before.

This only with the most recent update so hopefully gets fixed by Monday.

This is still the case. Crazy. The new window snapping is loooong overdue but it leaves gaps on the sides for some reason. I've uninstalled Magnet anyway.
