Yeah, looks like a plan to get some monies from empty seats. LOL.
 
Isn't a large portion of the flight costs the ground charges and taxes (similar cruise liners; love their ads of R1 for a partner excluding taxes and fees)? Indeed a bit of lateral thinking to have 1 person, with standard baggage but paying for the unused seats
