Major Tech Day/Night Sensor + Loadshedding = Fail?

I have a Major Tech 25A Day/Night Sensor wired up to my outside lights.

If I have loadshedding during twilight and the power only comes back by night time the lights won't come on?

I can force it on by shining a torch into the sensor, this seems to reactivate it and the lights come back.

I can also replicate this, by putting the black bag over the sensor then toggling the circuit breaker, the lights won't come on until the bag is removed then reapplied.

Is this standard operation for these sensors, seems kinda dumb to me if it is.
 
If anyone else has this problem, I ended up replacing it with a Matelec model and it's working as expected.

Not sure if this a Major Tech issue or I just had a faulty unit.
 
it must be faulty ,they must fail in the on position ,so on return of power it must be on untill kicked off by light .
