Exploiting the weakness of a government who doesn't have any control over what is happening around them and is more interested it sticking it to the taxpayer than they are at enforcing any laws. Once can assume that ANC cadre figure high in the structures of these criminal syndicates as well. ANC official's connections to organized crime is already the talk of the town so to speak.
