Managing cap/internet usage

Anybody know of some good free software that can manage the amount of data downloaded / uploaded on a pc.
Like if the PC has 2 user accounts it would record the data usage of both accounts, like netlimiter and when it reaches a certain daily limit it would stop access to the network/adsl router/ internet automatically, but must still be able to continue internet access after a superviser/admin password has been entered.

Hope some 1 can help, want to manage the cap so that it doesn't get chowed up by someone using facebook all day.

Would appreciate any help.
 
Which router do you have? My Billion 7300M has a URL filter, so I can just add the URL I want to block from a certain time to a certain time and with QOS I can specify how much throughput the pc would have to use ;)
 
Current: Mweb Billion 7401VGP
Old:Telkom 5102G

The billion also has some kind of Firewall, but still new to configuring these types of things-Router Firewall.

Actually want a software that blocks all internet access when a certain amount of total data has been downloaded/uploaded, until i(admin/supervisor) enters a password or something.
 
Found a nice app:NetMeter
Not perfect ,but gives an warning when certain limit is reached also projects future usage.
