When the new router ip is default 192.168.10.1 you can open it from your browser. But when you change the address out of this range, you have to adjust , chance your computer's address. Is this 192.168...... viewed as an open internet type of address?
 
It is a block of addresses you can use on your private network (LAN) that doesn't interfere with any internet addresses.
 
Private vs. Public IP, there are billions of routers in the world using 192.168. range as their IP.
 
Private Address Space.
IP addresses in these ranges are reserved for use in private networks (not routable in public internet)
10.0.0.0 - 10.255.255.255 (10/8 prefix)
172.16.0.0 - 172.31.255.255 (172.16/12 prefix)
192.168.0.0 - 192.168.255.255 (192.168/16 prefix)
