May the real Vodacom please stand up

Can Vodacom please clarify if it charges for data transfer,I just spoke to Vodacom customer care,the consultant said only 50mb transfer is free anything more than that will be charged!!!like really?I remember several articles were Vodacom reversed the decision to charge for data transfer,
 
Move to Telkom Mobile and save yourself the headache. Vodacom is the MultiChoice of mobile providers.
 
Basically Vodacom has set a a lot of Hola hoops before you can be able to transfer data to another number, today I was given two impossible Pre conditions to meet
"You cannot transfer data allocated to your contract, you can only transfer data that you bought.
You can only transfer data to a similar contract like yours.
And again I was told I will be charged to transfer data.
Where can I escalate this issue,I'm getting really pissed off now
