Interesting article at Ars Technica : Clear disses Verizon 4G data caps - it seems that Cell C is not alone in considering 21 Mbps to be 4 G :

"And now T-mobile is calling its 21Mbps HSPA+ network—a variation of the 3G UTMS standard that averages 3-7Mbps speeds in actual use—"4G" as well."

And, unlike here, it seems they will get away with it : "In the meantime no telecom is going to back away from calling its new networks 4G, so we're all going to have to deal with it."

Maybe Cell C has some right to feel aggrieved about the ASA ruling, although I still agree that technically they don't have a 4G network.
