Start off with a doctor. As others have said - get him evaluated. See if it is permanent and if he is a danger to himself or others.
He may have had these conditions before the drug - was just able to hide them better.

First get an evaluation and thereafter advice on how to proceed further. Would suggest also doing a post on reddit/r/drugs and asking for advise there. They are actually quite helpful in assisting people with being drug safe, and dealing with any after affects. They might be able to give you more information as well on treatment.
 
I would contact your closest hospital or emergency center. They will be able to give you more reliable information.

The effects of extended misuse seem to have potential for some pretty serious mental issues. Not sure about why the op's inlaw is so severe and long term, normally once the addiction is sorted people largely return to their previous selves with some caveats.

I'd suggest any qualified psychiatrist in your area. They tend to know the available facilities near you as well.

In terms of the financing, check with your medical aid which psychiatrists they cover on your package (should be available online or a phone call away) and also ask your local GP to get a referral if your medical aid requires it from you before you go so that you don't pay out of pocket.

He was a perfectly normal person in society, and now he can't answer questions, has trouble with sleep, forgets things that happened 5 minutes ago, has anger issues, sleeping issues, we were scared to take him to get psychiatric help because we thought he might get locked up in a mental institute due to them finding out he cannot conform to societies norms.

Is there anyone who can assist in this matter?

I would recommend an unofficial treatment before admitting to hospital.
