Microsoft app to easily manage user permissions in XP?

I'm pretty sure I cam across something a while ago but cannot find what I'm looking for. Afaik it let's you easily set permissions for file/folders and apps on the machine.

Anyone who knows what it is or something else similar (and free)?

Fyi I want to make a highly restricted user account on my PC that can't modify anything much but is able to use basic apps.
 
I did think of that. :wtf: I would rather not go through every folder on my machine.
 
Ok I found out it is the discontinued Windows SteadyState. Wikipedia page has a few alternatives so I'll look into those.

is just a very basic one with very few options. There used to be a SteadyState file that was 800mb, it was a way more in depth version. Does anyone perhaps still have that one?
Hmmm, not sure what's happening with that cnet link. Try this one:

It states the file size as 6.4MB; the version that I have that is fully functional is 6.35MB so it's probably what you're looking for.
