Imagine the reverse: Were Google to come out with a WP device that was configured for GMS instead of MS services, then "industry experts" would doubtless hail it as a brilliant strategic move aimed at Microsoft's heart using Microsoft's own dagger.
Stranger things have happened many times in tech, so I wouldn't rule even this out. It's about ecosystems and API-entrenchment, and the lock-in they bring. Both MS and Google understand that.
