I decided to Downgrade my account because I am tired of waiting for iBurst to *when they have time one day* announce new packages.
I have been patient with the accounts "upgrade" as well, but that saga began on the 14th of August and is still in progress...
I am just waiting for confirmation on alternate connectivity with another ISP, then I am out of here.
So I downgraded my Account via the Web Interface from a 5GB to a 1GB account.
I am on month to month so a R99 fee should apply. (Well that is debatable in any event.. In fact it has been discussed in this forum.. but no news from iBurst on that yet either...)
I know this is probably because of the 'upgrade hell' that is going on at the moment but this is what I received via e-mail and on the web:

Thank you, iBurst has received your application. The details of your request are as follows:
Application for: Change of package
Contract number: ...
Current package: Xtreme
New package: Giga
Migration fee: R1200
Pay-per-use to apply: No
Effective date of migration: 1st October 2009
Thank you for applying online
"
So I expect this will be fixed.
Once again I will have to send e-mails etc. get this sorted out.
BUT how can iBurst justify a R1200 migration fee for someone that is on a Contract for instance?
