Content filtering is going to be a challenge. MT is more about basic firewalling based on IP than limiting access to certain types of sites. There are ways to hack rules based on DNS, but it can get messy.

Size of router will largely depend on amount of users and traffic. Small sites you can easily get away with a RB750 (now HEX & HEX Lite). If you want a 1U rack, go with the RB2011.

May also be worth taking a look at the Ubiquiti EdgeRouters, nice enough GUI and has a decent CLI underneath if you want to tinker.

Get a rb3011 and opendns or such for content filtering.
