Zuma allies and sympathisers are in charge of the ANC. Whatever he does, he has to appease both sides.

I checked and yes brown is zero rated. Agree white flour shouldn't be zero rated as it is an unhealthy option.

I suspect this was thrown in so that Ramaphosa can say Treasury advises x!y,z so we have to do it.. <—- if this is the case then I don’t see hi, being around after elections. Likely get voted out after the gravy train loses carriages with 50 seats
