Mini-dslam installation and costs - please help

I seem to remember something called a mini DSLAM which Telkom installs at sites with fiber.

Since they have been unable to supply me with an ADSL installation, I wondered what can be done to convince Telkom to install one near my house. How do they decide?

If it is number of people wanting an ADSL service in a specific area, how do they know since they refuse to log applications for the service if there is no ADSL in an area?

What is the cost of a mini-Dslam. Could I pay the total cost and would Telkom then install one? I have been trying to get ADSL now for 8 months here in De Kelders without a peep. Even WebAfrica could not help me.

What can I do? Please help!

Can you afford it? How many people in the area have ADSL? Maybe you are stuck with Wi-Max. Telkom won't install a mini-dslam if they don't have a really good economical reason to do so even if you are willing to foot the bill.
