Mini Exchange DSLAM problem

Can any one elaborate on this. At work we are suck with cr@ppy isdn because on our exchange 767 **** there is no actual exchange, they use a mini exchange which to my understanding is just an extension of the main exchange for the area. My problem is Telkom says that they have a nation wide problem where they can not get the DSLAM port cards working in the mini exchanges, they have been trying for months and the expected devilery time is November/December which will translate to about November 2006.

Why is this, can someone explain?
 
To the best of my knowledge this is due to the fact that the mini-exchanges tend to run fiber-optic... ADSL over fiber optic seems to be a problem...
 
Afaik you get a "mini" DSLAM on the curb which runs copper to the customers but is connected by fiber optic to the telephone exchange.
