What do you call these gadgets used to charge cell phones when the conventional products such as car chargers and normal wall socket chargers aren't available?

Once seen a person using this......it had a rechargeable Energizer battery in it.

The one I ordered is of a bigger capacity also it has a 2A output so it can charge my tablet.
