Hellos, I just want to know is Molten free, like do you just have to register and play on their servers or is there a monthly fee?

also if you already have a wow account that has been inactive for a year, can you still play on molten?

Yes it's free. You will have to create an account with Molten in order to play. They also do clean-ups of dormant accounts sometimes, unless you're a premium account holder.
