Why are there so many corrupt blacks from management to goverment? Is it genetics? Cultural?

I'm not saying anyone else might not do it, but it's rife here in Africa; these folks are slowely but surely pulling the country down with them.

If they can't run a little island properly, then what are they doing in charge of this country?

1. Ferry disaster.
2. Infrastructure & maintenance disaster.
3. Now they pocket the cash.

Well we are in Africa; the place where corruption is the norm. We can't expect more, can we? Only in Africa would you find corruption in which the company involved runs a World Heritage site!
