Some routers allows you to set bandwidth limits based on the device MAC address. I used to have that function on the TP-Link Archer router I used 5 years ago.

I use Qustodio for the kids, works well enough.

You will need a dedicated PC with 2 network ports and you will have to disable the wifi on the router, you will likely need wifi AP's

Sophos is great though but keep in mind all of the above, will not be free to get set up and also keep electricity in mind.
