more than 2 hours in basement parking?

What would 2 chunky guys be doing sitting in a car in the basement of the Thrupps shopping centre for over 2 hours? They were there when i arrived at about 10 and still there when i left af 12:15.

it was a dark blue chevrolet registration BD 58 ????

I've heard that stolen cars are parked for a few hours and the signal from the tracking device can't be picked up from a basement So hoping it's not a stolen car.

Would it be racist to mention the guys are white
