More than one internet connection on same network.

I need some help/advice if this is even possible.

I have a 3G connection from a B593 router with a 10GB cap, my brother moved in to the same house with me and has another 3G connection with a router. We have a Smart TV in the living room setup with netflix but the problem is we dont want to use each others data cause that might lead to murder.

Is there any way to have all our pc's, tv's and devices connected to the same network so we can share media files and then choose which connection to use for internet so that we dont use each others caps. Not exactly sure what a proxy server does but might that be the way to go?
 
This could work.
If your 3G routers IP is 10.0.0.1/24 - then set your devices to use 10.0.0.1 as their default gateways.

On your brothers router set it to say 10.0.0.2/24 - then all his devices use 10.0.0.2 as their gateway.

PC's/Tv's etc on 10.0.0.0/24 will be able to see each other but when browsing the internet it will take different routes out.
