Motherboard and or CPU ?

So I fixed up my old lightning killed i7 960 so my friend can use it. Bought a new mb and a second hand gpu of carbonite. Was working 100% till he went for a smoke only to come back to a dead pc. I went over tested it whit a spare psu and all the fans case/cpu/gpu starts spining and all the mb lights are on but screen, keyboard and mouse are dead. Now is this cpu or mb ? (the psu that went got struck by lightning and had 1 dead rail so maybe was not the best option but the place fixing the pc did not tell me its a risk using said psu)
 
edit: re-read and saw I was being a moron.

I am having similar issues with my current rig, would like to know the answer to this. (PS: I have narrowed it down to either bad ram or under powered.)

It is highly likely that it is the CPU.

Just tested the the 3 x 2gig RAM and all work fine .
My friend will test the Msi GTX 550 ti in his PC tomorrow.
Tested it whit a Coolermaster GX750Watt
and then Installed a Gigabyte 800 Watt PSU.
everything points to the MB :(
