Motherboard misreading cpu multiplier?

I'm having a lot of difficulty overclocking my cpu. Previously with the same setup I could get 3ghz stable from an e7200. Mobo model is ga-945gcmx-s2, not a real oc'ing motherboard but it does have bios functions. Now if I raise the FSB in the bios it just resets itself every time.

But I've been noticing that the computer doesn't seem to know what the correct multiplier (9.5x) is. On CPU-Z it constantly flashes between 6x and 9.5x. Everest shows it at 7x. I'm running at about 25c on stock so I think I should have a lot of legroom to push it up to at least the 3ghz marker. Any suggestions?
 
Turned off Speedstep and C1E and that did the trick with CPU-Z. But the frickin thing still won't overclock at all. Every time I set it even a single number above where it's set (266x9.5) the motherboard just resets itself when it restarts. Anyone have suggestions? The weird thing is I can overclock within Windows using EasyTune perfectly well but that resets itself whenever I turn the PC off so I have to keep redoing it all the time.
 
That cpu can run at 1.3625V so bump the voltage to 1.25 and see if it helps if not try going to 1.3 and test for stability, if its stable, lower the voltage down from 1.3 slowly and benchmark for stability till you find the sweet spot. else add more volts

Ok I'll try. The thing is it takes overclocks inside Windows no problem. Right now it's at 2.8 and perfectly stable. It's just when it's done inside the bios that it doesn't take.
