I installed a motherboard in an older case. I used the same power supply but somethings not right.

The old motherboard had a core 2 duo processor and powered on fine and booted.

The replacement is much newer with an i7 processor. It worked fine when I removed it from my computer to upgrade. Upon removal I put it in the antistatic bag and box of the new board.

The computer powers on and the fans start but I have nothing happening on the monitor, this is on both on-board graphics and the graphics card that worked on the old board.

I have to add that there was no cmos battery in it for the last 2 years since it was last used. I have no idea why it was taken out though. I did put in a new battery before installing it.

Could it be that the power supply is insufficient for the board? It's only 400w where the computer it came from is a 1000w

All PSUs were not created equal. But I'd also start with the RAM chips.

Run the UEFI/BIOS setup and check whether ALL the memory is registering.

What GPU is it?

Id remove the GPU to start but make sure the iGPU in the i7 is turned on in the BIOS.
The PSU should be sufficient in that configuration.

It's not even showing anything on the monitor.

The RAM is a new 8GB that I took out today. I also switched it around the other slots but no change.

It is the PSU afterall. Connected the 1000w just now and all was good.

Whats the specifications of the

CPU (Model intel 4 digits model)
Mobo (Chipset specifically)
GPU chipset
RAM Full details
PSU? Full details

is the ATX pins and PSU pins installed correctly etc (i.e is it PSU pin to the board or did you use the PCIE pin shouldnt fit but just in case).

anything connected on the headers besides F_Panel and are they correct according to manual.

400w for a i7???? Unless it's old i7 like a 2700 or less. From 4770k you need 500w atleast. Usually you would test by just taking out the GPU.
