Motor Industry raises and "backpay"

Has anyone heard of this before:

When you qualify as a tradesman (in this case, spray paint/panel beater), you get a raise (which i think is obvious) but the raise only comes into effect 3-6 months afterward, which would then pay out as "back pay" owed to you?

According to my (limited I guess) experience with the employment act/unions and 10+ years in the world of earning a salary and paying tax and my rights when it comes to vacation/overtime/money owed etc, I have never heard of this.

Can someone please confirm this for me?

Because if it's true, awesome, if it's not, my sister and her husband are officially classified as morons in my book (husband is 7 years older than me, and spent their rent money in anticipation for this "back pay" that someone told him about...)

Exactly, and I reckon they should be classified as morons anyway.... but in any case, apparently there is backpay for when you qualify as a tradesman and go to a higher grade and all, and it's from the date you qualified till now including the wage increase in October 2010.

What I've seen though is the minimum pay he's supposed to get is lower than what he's getting now anyway. So according to the company they don't need to pay him backpay for anything since he's been paid more than the minimum already. Would be interesting to hear since it's just a PDF I've seen with minimum pay grades, so could be different to what I've seen/heard. But it's going to be very funny if he was counting on this mystery money and never bothered to find out how much the minimum is and if he qualifies for this backpay.

And apparently he pays more tax than I do... which is insane... and makes me wonder why hasn't SARS given him a refund yet since it's quite a chunk of change more than I pay... that and there's a mystery 900 per week going off his salary he knows nothing about and never did any inquiries for.... mo-ron. it's like he doesnt have 3 kids and a wife to look after...
