Motorists get fine discount

Yup, this issue was brought up when durban and jhb metro's offered the discounts.

People who diligently pay their fines end up being punished because they dont benefit from the discounts.

People who dont pay thier fines, get away with it, and will continue not to pay thier fines for long periods of time.

Problems with the systems make sorting out the above impossible. I dont think they can refund people who paid their fines early.

If they introdue a policy of rewarding people for paying early, they would need to be able to prove people were notifed early.

I guess its just going to end up a luck of the draw kind of thing
 
It just goes to prove that the metros use fines at somewhat unlawful means of revenue creation. The fact that they offer discounts means that they'd rather get some money back than none money back, it really doesn't do anything to deter the reason for getting the fine in the first place.

Goes back to the whole argument about admitting that they use speed traps for revenue purposes and not as a traffic calming/ slowing mechanism. If it was truly to get people to drive slower then camera's would be clearly visible and indicated to all and sundry like in the UK.

Metro departments are just anotehr revenue stream for municipalities...:mad:
 
It should be law that every municipality should have a website based payment method of some kind. If they don't have one they should not be allowed to issue fines of any kind.
 
Hehehhee.

It just highlights the desperate state they are in, not being able to follow up on those that don't pay.
