Short answer: Never.
The new Razr Maxx HD is a Verizon-only phone, and currently no GSM equivalent exists.
I also wanted this phone, but unfortunately it seems you will have to import either the old Razr Maxx or the new Razr HD. The former is technically supported in SA, though I cannot seem to find it for purchase anywhere, and Motorola South Africa are useless. The Razr HD will work here, and will be able to upgrade to JB, but is not available or officially supported here.
In SA it seems the operators decide what phones we have access to, and currently only Apple, Samsung, Nokia, HTC and RIM seem to be in favour. LG won't even be bringing in the new Nexus.

Actually the Razr Maxx HD has GSM bands as well (850, 900, 1800 & 1900). It's main "feature" above the older Maxx is the 1.5GHz dual core instead of the 1.2, and the new LTE connection. Though it still has the HSDPA/HSUPA connections as well.
Well, you can get it from ImportItAll ... though they're making a HUGE markup on it: The US Motorola site lists it as around $650 (off contract) ~ R5700. But these guys are selling it for R9300. How much of that is import duties is anyone's guess.
Been looking for this one for a while now. I'm simply not finding anyone else - let alone a non iPhone price! I'm starting to think of simply going for the older Razr Maxx at around R6000-6700, though that means on 16GB built-in and 1.2 GHz. Same long-life battery though
You could go for the Razr M @ R6900, strange that they don't stock the Razr HD. Though remember these have less built-in ROM (e.g. the Razr M comes with 8GB as opposed to the Razr Maxx HD's 32GB), but worst of all only the Maxx and Maxx HD has the long-life battery, and only a 4.3" screen in the M instead of 4.7 as with the Razr HD / Maxx HD (depends on if you like larger screens). Otherwise you're not much better off than with an S3, which from my experience has less battery life than my old Milestone 1. So if you do go with the M, then you might need to try all sorts of tricks (like with it's new "Smart Actions") to keep consumption low.
