I don't know, I'm guessing to fund tv programs, news outlets etc. From what I hear from colleagues it's not even a government agency and not law or something but there is no way to escape it. If you don't pay you'll get penalties, it will affect your credit score and people have also been sent to jail for trying not to pay.
It's not like SA where you can either not pay or borrow a family members license because you have to register with the city when you arrive so almost immediately you get your tax number + tv tax notification

It is a hangover from the days when we relied on public broadcasters for our televised entertainment and news.

It is basically a straight tax if it applies to everyone Tv or no Tv.
