I really don't think we want MPs being able to undo what the Finance Minister painstakingly compiles. And isn't having a 'budget office' within parliament much the same thing as having a Finance portfolio in the first place?
Parliament has taken a historic step in stamping its authority on the political and economic landscape by adopting "in principle" a recommendation that will enable it to amend the Budget and other money bills.
Also adopted "in principle" was a proposed amendment that would allow for oversight of the Reserve Bank, a controversial step given its constitutionally guaranteed independence.
Main critics of giving MPs sway over public money allocation have cited their lack of know-how, but the draft bill makes provision for the establishment of a "budget office" within parliament. The office will also help to "identify trade-offs between votes", understood to mean that money for housing could, for instance, be shifted to health should MPs see fit.
