Why do you say this? Speedtest downloads a small file to check your speed... or am I mistaken?

yes and no.
See when you download a file from a website and a file from Speedtest.net is not exactly the same. If you need to download a 5mb file or something from somewhere check what happens on your little download window.
You will see the download starts off a lightning speed (fooling speedtests) then slows down to snail speed a few seconds after.
No matter what type of connection your using or what provider they all do the exact same thing. My personal best way to test it is to download a file of decent size and monitor the speed through out.

Yeah, I hear what you are saying... but unfortunately as stated at R2/mb there is really much joy for me in downloading anything too big! 
I have to admit to not finding my ADSL downloads slowing. I either use the NSs or a download manager and I find that these maintain the same speed throughout the download. Either I am lucky or have really not been taking notice well enough.
