MTN "conveniently" notify

Picture 2 people standing next to each other both with MTN (pay as you go) and full signal not busy phoning each other. First one gets a message subscriber not available MTN "conveniently" will notify . . . Second one gets a message that there was a call then phones back and get the same MTN message that MTN will "conveniently" notify that person. This seems to happen with MTN only. What is the solution?
 
Sounds like congested backhaul to me: the BTS has capacity, the signalling goes through, but there is no capacity to transfer actual calls. Solution: choose another network.
 
Yep MTN at the moment is baulked.

my wife and I often get it where our calls don't go through due to subscriber busy while the other one is sitting waiting for the actual call to come through.
 
That happens a lot in La Lucia too, you have full signal but no calls.

Felt a lot like Cell C.
