MTN Downloads - not zero rated

MTN provides some software and firmware downloads for their devices here:

I attempted to download this:
http://www.mtnbusiness.co.za/_LAYOUTS/DeviceDownloads/UTPS21.005.11.25.697_MAC21.005.11.37.697.zip

Using a prepaid SIM card, data was deducted while I wasn't doing anything else.

Does anyone have a clue who I can contact / complain to about this?

I'm not sure what you're asking. MTN state that their customers will not be charged for the downloads.

Note: there is no charge for your download from this page when you connect to this site using an MTN SIM card.

However, data was deducted from my account.

Ok was checking whether your complaint holds water. Why not call the toll free technical team and enquire.
