MTN has on Monday advised that the Nigerian Communications Commission has agreed not to impose a $5.2-billion fine on the company until discussions have been concluded.

Why doesn't MTN just threaten to close down the entire network if the Nigerian government doesn't back off? MTN can do far more damage to the Nigerian government than they can do to MTN. If MTN pulled the plug on their network the Nigerian economy would collapse.
